The Ensign Region V Championship Regatta will take place at Edgewater Yacht Club in Cleveland, Ohio, June 19-21, 2009. For the purposes of this regatta, the organizing authority is Ensign Fleet 29. This regatta will be held in conjunction with Cleveland Race Week, who will act as Race Committee and Protest Committee for this event.

Rules: All races will be governed by the 2009-2012 Racing Rules of Sailing (RRS), the prescriptions of the United States Sailing Association (US Sailing), and the rules of the Ensign Class, including those of Part IV (Regional Championship Rules), except as any of those rules are changed by this Notice of Race, the Sailing Instructions and any amendments hereafter.

Eligibility: The Ensign Region V Championship Regatta is open to all members of US Sailing or members of recognized yacht clubs. All skippers must be members of the Ensign Class Association, or otherwise eligible as stated in the rules of the ECA.

Registration: Registration may be either by mail or in person. Boats may register in person or by completing the registration form and mailing it to:

The deadline for receipt of mailed registrations is June 19, 2009. Registration in person opens at EYC at 4:00 PM June 18, 2009. The deadline for registrations in person is 10:00 AM June 19, 2009, after which no registration will be accepted.

Fees: The required fees are listed on the registration form, and must be paid in full before the start of competition.

Measurement: Any boat and/or its equipment may be inspected at any time during the regatta for compliance with Class Rules, the Sailing Instructions and/or the Notice of Race. Sails requiring measurement must be presented to the measurement committee by 7:00 PM June 18, 2009. Measurement will take place between 4:00 PM. and 8:00 PM June 18, 2009. Sails that have been previously measured and stamped as approved at a previous Ensign Class regatta do not require remeasurement.

Sailing Instructions: The sailing instructions will be available at 6:00 PM on June 18, 2009, but no later than 10:00 AM, at the event on June 19, 2009.

Racing Area: Racing will take place approximately north of Edgewater YC in the near-shore waters of Lake Erie. In the event of inclement weather or other safety considerations, the racing area and times may be changed. Actual times and racing areas will be posted on the Official Notice Board, located on the Edgewater YC patio, and in the Sailing Instructions.

Number of Races: A maximum of nine (9) races will be sailed, with the first warning at 12:55 p.m. June 19, 2009. The minimum number of races to constitute a regatta is one (1). The low-point scoring system (Appendix A) will apply, and there will be no throw-outs. The intention is to sail up to three races on June 19, three races June 20 and three races on June 21, but the race committee may change this schedule at their discretion. No races will start after 2:00 p.m. June 21, 2009.

Note to competitors: The scoring for Cleveland Race Week provides for one throw-out after 4 races have been sailed, so standings for Cleveland Race Week and the Ensign Region V Championship may differ.

Awards: Awards will be given for first, second and third places in both the Ensign Region V Championship and Cleveland Race Week.
